I don't believe that it's going to be the end of the world. We've had plenty of things that like this that have happened, even worse, and this place is still standing. But usually when something does happen there's a reason for it.

Plus... getting on the boat is probably just as dangerous as staying in the City is, and the City at least is grounded. People need someone to look after them.

Well, when you put it like that it just makes me look stupid for not wanting you to know that I'd save a kid from choking on a Lego because it was the right thing to do. But I'm not just down here to make sure that people don't fall overboard because it's the right thing to do. I'm definitely not down here to play hero.
